Job Description
Riverside Community College District – Deputy Chancellor and Provost
BASIC FUNCTION:
The Deputy Chancellor and Provost (DCP) serves as the District's senior deputy administrative executive, overseeing overall District operations and representing the Chancellor on institutionally significant matters. In the absence of the Chancellor, the DCP acts as Acting Chancellor.
SUPERVISION RECEIVED AND EXERCISED:
Receives general direction from the Chancellor. Works with students, faculty, classified professionals, and college-level administrators and executives, in facilitating collaboration with other educational institutions, business leaders, labor representatives, local government, and community organizations
CLASS CHARACTERISTICS:
This classification serves as the senior advisor to the Chancellor and shares in the overall operations of the District, including the planning and implementation of critical and high-priority strategic initiatives central to the District's mission. Work is performed in collaboration with executive management and shared governance bodies, internal and external stakeholders, and peer executive leaders.
Minimum Qualifications:
• A Master's degree from an accredited institution
• Five years of successful experience in a senior leadership role
• Demonstrated cultural competency and commitment to serving diverse populations
Desirable Qualifications:
• Doctorate degree preferred
• More than five years of full-time experience as an administrator (college president, CEO, or equivalent)
• Demonstrated success in managing complex budgets and working within participatory governance structures
• Experience with policy development, board engagement, facilities planning, and personnel management
• Strong understanding of student services, strategic planning, and academic operations
• Knowledge of technology integration, crisis management, and risk assessment
• Experience working in California's public higher education system will be an advantage
• Experience fostering external partnerships and regional collaboration

PHYSICAL DEMANDS:
Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. Will require occasional travel.
ENVIRONMENTAL ELEMENTS:
Employee works in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employee may address complaints/concerns from staff or public and private representatives in interpreting and enforcing departmental policies and procedures.
EXEMPT POSITION: This is an exempt position and is not subject to overtime.
The DCP will be expected to address the following priorities:
1. Coordinate the implementation of the Districtwide Plan for Student Access and Success Support Districtwide goals under the Student-Centered Funding Formula, Guided Pathways, and Vision for Success focused on closing equity gaps and boosting completion and transfer outcomes. Provides leadership for the coordination of the District's strategic planning efforts, in collaboration with the District's strategic planning participatory governance group.
2. Champion Equity, Inclusion, and Social Justice Promote a District-wide culture of inclusion and anti-racism and cultivate an equity-minded culture throughout the District. Lead and sustain efforts to ensure equitable outcomes for historically underserved populations through the provision of a well-designed and artificial intelligence-assisted standard of care. Promote extensive community engagement by leading and planning the state of the District's annual event.
3. Strengthen Academic Excellence and Innovation In collaboration with the College Presidents, ensure that the scaling of the guided pathways is pursued with a laser focus on achieving the expansion of dual enrollment for K-12 students at our community colleges, as well as for our community college students at the 4-year universities. Consolidation and expansion of high-demand, high skill, and high pay CTE programs, as well as the expansion of bachelor's degrees in selected CTE areas. Expansion of Adult education through the expansion of CPL and apprenticeship programs, and in collaboration with the 4-year universities and the small business communities, expand the entrepreneurship program
4. Enhance Districtwide Collaboration and Participatory Governance Participates in local, regional, and state activities to promote the Riverside Community College District. Uphold transparent, inclusive decision-making processes and strengthen shared governance practices across the colleges including collaboration with employee unions and the District administrative units, through the development of a cohesive and integrated strategic planning process.
5. Advance Organizational Effectiveness and Resource Stewardship Through the thoughtful application of AI, develop the methodology for the establishment of metrics to measure and assess institutional efficiencies, effectiveness, accountability, and transparency; as well as establishing measurable social and economic mobility metrics to assess the District's and its colleges' economic impact on the communities it serves. Oversee budgeting, planning, facilities, accreditation, and data-informed decision-making, ensuring fiscal health and institutional excellence. Provides leadership for the necessary research, data analysis, and outcome measurements required for the effective management of a robust, intentional strategic planning culture in the District. Provides leadership in the area of institutional reporting and ensures all data reported to the State Chancellor's Office and federal agencies are accurate and timely. Ensures compliance with all district, county, state, and federal requirements related to the district's span of operations. In consultation with stakeholders, coordinates the development and updating of board policies and administrative procedures related to educational programs, student support services, student conduct, and grant compliance. Recommends to the Chancellor necessary changes in policy and procedures that affect the Chancellor's span of operations.
6. Support Institutional Planning and Accreditation Lead District-level planning and research functions to meet accreditation standards and improve institutional performance.
7. Performs other related duties as assigned; specific duties not listed does not exclude them for this classification if the work is similar or related.
CONDITIONS OF EMPLOYMENT:
This is an Academic Management position with twelve-month contracts. Paid vacation, 22 days annually; and paid accruable sick leave, 12 days annually. A pro-rata reduction will be made for employees working less than full-time and less than 12 months. The District provides a health and welfare benefit package for employees and legal qualifying dependents. The work location and assignment within a job classification is determined by the District and may be subject to change.
